A "facility" subject to fire-safety (PCCC) management is a facility listed in Appendix I to Decree 105/2025/NĐ-CP (Clause 7, Article 2 of Law 55/2024/QH15). Some common thresholds:

New construction, renovation: works listed in Appendix III (replaced by Decree 347/2026) must have the design appraised before construction. After construction, the investor organizes acceptance itself and declares it in the PCCC database; Article 10 of Decree 105 (police inspection of acceptance work) is repealed from 15/9/2026 (Decree 347/2026); the corresponding rule of Law 55/2024 is temporarily not applied through 28/02/2027 (Resolution 66.18/2026).
