1

Official Letter 10790/VPCP-CN (22/10/2026) of the Government Office conveys the Prime Minister's requirements, addressed to the Minister of Industry and Trade, the Party Secretaries of cities and provinces, and the Chairpersons of provincial and municipal People's Committees; the document does not directly assign obligations to electricity-using businesses.

2

Four directions touch businesses: self-produced, self-consumed rooftop solar at production and business premises, BESS, a mechanism for industrial parks and industrial clusters to be completed in December 2026, and energy-saving and load-adjustment programs.

3

The 2027 targets include saving at least 3% of total national electricity consumption each year, at least 10% in April to July, and reducing peak-hour load by at least 3.000 MW; these are overall targets, not quotas for each business.

4

Directive 10/CT-TTg (30/3/2026) sets a saving of at least 3% for energy-using facilities consuming 500 thousand kWh a year or more, measured per unit of product or total annual electricity; businesses of this size should check their own figures.

On 22/10/2026, the Government Office issued Official Letter 10790/VPCP-CN, conveying the Prime Minister’s requirements on solutions to ensure electricity supply for 2027-2030, with the requirement that no electricity shortage may occur in any circumstance.

Quick answer: Official Letter 10790/VPCP-CN creates no new obligation directly for electricity-using businesses. The document assigns work to the Ministry of Industry and Trade and to local governments; investors in power projects have their own requirements, including strict handling of delays and violations. The effect on businesses is indirect, through four directions: self-produced, self-consumed rooftop solar, energy storage systems (BESS), a mechanism for industrial parks and industrial clusters expected to be completed in December 2026, and energy-saving and peak-load adjustment programs. What to do now is to understand your own electricity data and follow the guiding documents, without rushing any investment decision.

Who does Official Letter 10790/VPCP-CN assign work to?

The document is addressed to the Minister of Industry and Trade, the Party Secretaries of cities and provinces, and the Chairpersons of provincial and municipal People’s Committees. The Ministry of Industry and Trade is identified as the body ultimately responsible if a shortage occurs.

This is a directive document, not a legal normative document. A business cannot use this letter alone as a basis for incentives, and the document contains no penalty provisions for electricity-using businesses. Specific rights and obligations will lie in documents issued later.

The milestone of 30/10/2026 has passed. As of the check date, Thái Tín has not found any announcement of each locality’s targets.

Energy saving and load reduction: reading the numbers correctly

The letter sets out three figures for 2027: saving at least 3% of total national electricity consumption each year; at least 10% of electricity consumed in April, May, June and July; and reducing peak-hour load by at least 3.000 MW through demand management, load shifting and load adjustment programs.

These are system-level targets, not quotas for each unit. The letter does not say businesses will have their power cut, and says nothing about electricity prices. Even so, businesses that run afternoon and evening shifts, or that have large-capacity equipment, should consider in advance the possibility of being asked to join load-adjustment programs.

Directive 10/CT-TTg of 30/3/2026, which the letter asks to be carried out properly, is more specific on several points:

  • Energy-using facilities consuming 500 thousand kWh a year or more: save at least 3%, measured per unit of product or total electricity in the year (in the part addressed to manufacturing businesses).
  • Manufacturing businesses, especially those on the list of key energy-using facilities: prepare an annual energy-saving plan.
  • Restaurants, hotels, commercial service facilities, office complexes and apartment buildings: switch off or cut by at least 50% the capacity of advertising and outdoor decorative lighting in the evening peak hours.
  • Provincial and municipal People’s Committees: encourage large electricity customers to join load-adjustment programs.

Rooftop solar: do not read the letter as an incentive yet

The letter extends attention to production and business premises, but it does not itself create any incentive for businesses. The current legal framework lies in separate documents, among them Decree 58/2025/NĐ-CP, which was amended by Decree 243/2026/NĐ-CP of 26/6/2026. Thái Tín has not accessed the full text of Decree 243, so this article does not state the ratios, prices or procedures for selling surplus power. Businesses should read the version in force and not rely on articles published before June 2026.

For a rented factory, the first question is not capacity but the right to use the roof. The lease should be re-read before going further; see also the article on renting a factory for FDI companies. Adding equipment and storage batteries on the roof should also be discussed early with a fire safety consultant; the basics of the file are in the article on fire safety for factories.

What should a business do from now?

These are practical suggestions from Thái Tín, not obligations set by the letter:

  1. Compile electricity volume for the most recent 12 months and by time band, and see whether it reaches the 500 thousand kWh a year mark.
  2. Identify loads that can be moved out of peak hours without affecting production.
  3. For manufacturers, prepare a 2027 energy-saving plan with measurable indicators; a business wanting a structured approach can look at ISO 50001.
  4. For service facilities and buildings, re-check evening outdoor advertising lighting.
  5. Follow notices from the Department of Industry and Trade, the industrial park management board and the power utility from which the business buys electricity.
  6. If considering solar combined with BESS, do only technical surveys and check the right to use the roof first. Terms that depend on the new mechanism should wait for the document expected in December 2026.

Questions and answers

Does Official Letter 10790/VPCP-CN require businesses to install rooftop solar?

No. The letter asks the Ministry of Industry and Trade to direct and urge the development of self-produced, self-consumed rooftop solar at households, agencies, offices and production and business premises, and to encourage BESS. The document sets no installation obligation for any individual business.

Must a business save a full 10% of electricity in April to July?

The letter states that 10% is the minimum saving in the hot-season peak months, within the tasks the Ministry of Industry and Trade directs ministries, agencies and localities to carry out. The document does not allocate this figure to individual businesses. A business should follow the plans of the locality and of the power utility from which it buys electricity.

What should a business using more than 500.000 kWh a year note?

Directive 10/CT-TTg states that energy-using facilities consuming 500 thousand kWh a year or more should save at least 3%, measured per unit of product or total electricity in the year, in the part addressed to manufacturing businesses. A business should compile its annual electricity volume, choose a suitable way to measure and ask the Department of Industry and Trade where it operates if it is unclear whether it is covered.

Do businesses in industrial parks already have a BESS mechanism?

As of the check date of 02/11/2026, Thái Tín has not found a document for this mechanism. Official Letter 10790/VPCP-CN asks the Ministry of Industry and Trade to complete the task in December 2026, so businesses should wait for the official document before finalizing terms that depend on the new mechanism.

Can business households and businesses receive local support to install solar?

The letter only asks localities to issue support policies for households under Clause 2, Article 22 of the Electricity Law, to be completed in December 2026. The document does not mention financial support for businesses. The specific level and recipients depend on each locality's policy.
